Scott officially signed the Legislature's budget Friday while vetoing the section dealing with per-pupil education funding.

Districts chafe at that notion, arguing instead that charters don't out-perform traditional public schools and are, instead, a financial drain on them because they get funding that might otherwise go to traditional public schools.

"I think it's a win for Florida families, which is the most important thing for me", Scott said. During that session, they plan to pass the budget changes and are expected to approve new legislation on Visit Florida and Enterprise Florida, replacing strict restrictions that passed during the regular session but which Scott was reluctant to veto.

- LET'S MAKE A DEAL: Not surprisingly, lawmakers and Scott are already negotiating on a way to bring the 2017-18 budget in for a landing.

The $210 million boost for public schools comes to a $100 per student increase, which is more than the $24.49 increase lawmakers approved last month. It was a move supported by teachers, school boards and superintendents, who called the original funding increase inadequate.

Gov. Rick Scott on Friday signed 33 bills, including one (HB 105) that requires county election offices to notify voters if their signatures on their ballot and voter registration forms don't match. That part also includes $239 million that greatly expands a teacher bonus program known as the Best and Brightest Scholarship.

In a memo to House members, Speaker Richard Corcoran, R-Land O'Lakes, wrote that "this is an issue we believe must be addressed".

Another priority for Corcoran was to slash funding for VISIT FLORIDA, which drew heavy scrutiny from lawmakers in the wake of a secretive $1 million deal with Miami rapper Pitbull.

He had complained that GOP legislators were killing jobs and could wreck the state's economy by their push for cuts to the state's tourism marketing agency and the organization responsible for luring companies to the state. Lawmakers had cut the funding to $25 million in the budget passed last month. Scott promised to seek a funding increase for the state colleges during the 2018 regular session, which begins in January. Under the deal reached by the governor and lawmakers, the reduced funding for the state's economic development partnership will remain, but Scott will be given $85 million to offer incentives to locating or expanding businesses.

Along with rejecting Scotts request for business-incentive money, the budget would reduce the agencys funding for general operations from $23.5 million in the current year. The money in the new grant fund will not be allowed to be used that way. That issue was left with a Senate plan to add more than a dozen growers. The rest of the money for the extra funding will come from state reserves.

Senate Majority Leader Bill Galvano, R-Bradenton, said the deal was not yet set in stone.
